Inter-State Council was set up in the year 1990 through a Presidential Order dated 28.05.1990 under Article 263 of the Constitution of India in pursuance of the recommendation by the Sarkaria Commission on Centre-State Relations with the mandate to discuss and deliberate upon subjects of common interest for one or more States or the Centre and the States and to make recommendations on such subjects for better coordination of policy and action.

Ministry of MSME has authorised SIDBI as the Implementing Agency (IA) to develop the 'Udyam Assist Platform' (UAP) for assist registration of the Informal Micro Enterprises (IMEs) and issuing them Udyam Registration Number (URN) and Udyam Assist Certificate (UAC). For this purpose, it has also authorised SIDBI to collect and use the data of IMEs (including information of Aadhar) from Designated Agencies (DAs).
