Pradhan Mantri Kaushal Vikas Yojana 2.0

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was launched in 2015 to encourage and promote skill development inthe country by providing free short duration skill training and incentivizing this by providing monetary rewards to youth for skill certification. After the successful implementation of pilot PMKVY (2015-16), PMKVY 2016-20 was launched by scaling up both in terms of Sector and Geography and by greater alignment with other missions of Government of India like Make in India, Digital India, Swachh Bharat, etc. The Scheme was aligned to Common Cost Norms and had a total budgetary outlay of Rs 12000 Crores. The scheme was implemented through 2 key components:

• Centrally Sponsored Centrally Managed (CSCM): This component was implemented by National Skill Development Corporation. 75% of the PMKVY 2016-20 funds and corresponding physical targets were allocated under CSCM.
• Centrally Sponsored State Managed (CSSM): This component was implemented by State Governments through State Skill Development Missions (SSDMs). 25% of the PMKVY 2016-20 funds and corresponding physical targets were allocated under CSSM.

Pradhan Mantri Kaushal Vikas Yojana 3.0

With an aim to empower country's youth and continue the journey of Skill India Mission in building India as the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE) launched the third phase of its flagship scheme - Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15 January 2021. The scheme aims to benefit over eight (08) lakh candidates in FY 2020-2021 with a budget of INR 948.90 crores while targeting the youth under the age group of 15-45 years. The scheme has two components - Central Component to be implemented by National Skill Development Corporation (NSDC), Directorate General of Training (DGT) and other agencies of the Central Ministries and the State Component to be implemented by State Skill Development Missions (SSDMs)/respective Departments of the States/UTs. Skill training is being imparted under three categories, pan-India:

• Short Term Training (STT)
• Recognition of Prior Learning (RPL)
• Special Project (SP)

The focus of PMKVY 3.0 (2020-21) has been shifted from supply-based approach to demand-based approach. In the wake of disruption caused by COVID-19 and resultant impact on livelihood, the scheme (PMKVY 3.0) gives major focus on upskilling/reskilling with a focus on future skills (industry 4.0) courses to increase productivity of existing workforce and provide online/digital mode of training for wider coverage.

Pradhan Mantri Kaushal Kendra (PMKK)

With the intent to make vocational training aspirational so as to transform India into the skill capital of the world, the Ministry of Skill Development and Entrepreneurship (MSDE) has embarked on establishing visible & aspirational Model Training Centres (MTCs) in every district of the country. NSDC is the implementation agency for the project.

The model training centres envisage to:

• Create benchmark institutions that demonstrate aspirational value for competency-based skill development training
• Focus on elements of quality, sustainability and Connection with stakeholders in skills delivery process
• Transform from a Mandate-driven footloose model to a sustainable institutional model

These training centresare intended to be state-of-the-art Model Training Centres, called as Pradhan Mantri Kaushal Kendra (PMKK).

India International Skill Centres (IISC)

The Government of India is keen to bridge the global shortage of labour force in the coming years by reaping the demographic dividend of young Indian labour force. To meet this objective, the Ministry of Skill Development & Entrepreneurship (MSDE) under the "Skill India Mission" has set up India International Skill Centre (IISC) to provide skill training & certification benchmarked to international standards. In the pilot phase, IISCs were set up through the National Skill Development Corporation (NSDC) to implement two schemes namely Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and Pravasi Kaushal Vikas Yojana (PKVY) for youth seeking global mobility for jobs. As part of IISC Program, both domain skill training on international standards and Pre-Departure Orientation Training (PDOT) are being imparted to candidates.

The Pilot phase was executed and successfully completed on 02^nd July, 2018 which also provided few learnings such as:

• utilizing the already existing market driven methodology of overseas placement
• enhanced understanding of Indian labour supply and overseas demand
• ways of incentivizing to build quality in the operational value chain.

Based on the above learnings and changing scenario of international labour mobility a revised policy for IISC is being proposed.
