The scheme is for children between the age group of 0-18 years (Since 1st January 2020. Earlier it was for the age group of 0-14 years) who are born with defects in the Heart. The scheme is open to the children born to the permanent residents of Assam and whose annual income is Rs 6.00 Lakh or less. Government of Assam bears the entire expenses of screening, investigations and treatment (for those who need surgery) for these children in designated Cardiac centers in the State including designated hospitals of outside the State.

The initiative stipulates free drugs, diagnostics, blood and diet, besides free transport from home to institution, between facilities in case of a referral and drop back home. Unsafe abortion is a significant yet to preventable cause of maternal mortality accounting for approximately 8 percent of the maternal deaths. Lack of accessibility to safe abortion services by qualified providers in hygienic condition is one of the important reasons for this. Recognizing the fact that unsafe abortion is a major concern, providing access to safe abortion services in the public sector health facilities is one of the key focus areas under National Health Mission.

Chief Minister's Free Diagnostics Services Programme is envisaged to ensure availability of minimum set of diagnostic services at government health institutions. Under Chief Minister's Free Diagnostic Services Programme CT Scan, X- Ray and Laboratory services are provided in the State of Assam free of cost to all patients in Govt. Health Institutions irrespective of APL/BPL status.

National Health Mission already providing health services to the communities residing in the remote river islands (Char/Saporis) of the River Brahmaputra in 13 (Thirteen) Districts of the State with 15 (Fifteen) Boat Clinic units. The Health & Family Welfare Department of Assam is one of the vital departments under the Govt. of Assam and it is located at the Assam Secretariat Block-D, Dispur, Guwahati. For administrative convenience, the Health and Family Welfare Department of Assam has been categorized into two divisions - Health-A and Health-B.
